The Oxford Research Group has embarked upon a project to document existing casualty recording practice worldwide.

There are numerous casualty recording initiatives around the world, some operating in the midst of ongoing conflicts, and others in a post-conflict environment. Each initiative has amassed some level of experience and relevant expertise in dealing with the problems and obstacles that this type of work, and its practitioners, face. This research project draws on the experience of casualty recording organisations around the world to identify and promote good practice, and analyse key issues for practitioners and policy makers wishing to support this work.

Lacking in this field are any agreed-upon good practices or standards by which different projects, methods and outputs may be compared and evaluated. This project is intended to address these issues by publishing a series of papers analysing key issues in casualty recording, and identifying good practice.

The overall purpose is to establish a feasible means of undertaking incident-based and victim-based recording in a variety of different conflict and post-conflict situations, and to promote the development of practice, with three specific aims:

  • to equip new projects in a well-grounded fashion, building on the experience of existing initiatives,
  • to establish a self-supporting process for the development and review of standards and practices for casualty recording,
  • and to assist in the development of a recognised field of study.

A policy paper of recommendations based on the project’s findings, written with audiences such as opinion formers, journalists and the end users of casualty recording data in mind, will also be produced. This will contribute to our advocacy stream.

The project team has been developing a comprehensive research protocol through extensive internal and external consultation on the format and content of the research questions. It has also discovered over 60 organisations eligible to be included in the research. The data gathering phase of this project started in Spring 2011. Public reporting of project findings will take place in 2012.

L’Oxford Research Group vient de se lancer dans un projet pour documenter les prâtiques actuels d’enregistrement des victimes.

Il existent de nombreuses initiatives d’enregistrement des victimes dans le monde entier, dont certains opérant dans des conflits en cours, et autres dans un environnement après un conflit. Chaque initiative a rassemblé certaines expériences et un niveau pertinent d’expertise dans le traitement des problèmes et des obstacles que ce type de travail pose. Ce projet de recherche s’appuie sur l’expérience des organisations d’enregistrement de victimes du monde entier pour identifier et promouvoir les bonnes pratiques, et d’analyser les principaux enjeux pour les praticiens et les décideurs désireux de soutenir ce travail.

Ce qu’il manque dans ce domaine sont les bonnes pratiques ou de normes sur par lequel les projets différents, les méthodes et les résultats peuvent être comparées et évaluées. Ce projet vise à répondre aux questions en publiant une série de documents qui analysent des questions clés à l’enregistrement de victimes, et qui identifient les bonnes pratiques.

Cada iniciativa ha reunido algo de experiencia y un nivel adecuado de conocimientos en el tratamiento de los problemas y obstáculos que plantean este tipo de trabajo. Este proyecto de investigación se basa en la experiencia de las organizaciones para registrar a las víctimas en todo el mundo para identificar y promover las mejores prácticas y analizar los temas clave para los profesionales y responsables políticos interesados ​​en apoyar este trabajo.
