Access to Human Rights Information on the Internet


This document contains selected URLS for directories and reference sites as well as sites of intergovernmental and non-governmental organizations. The first version of this list was prepared for a seminar organized for the Regional Council of Emilia-Romagna and non-governmental organizations by Amnesty International, Italian section in Bologna, 2000. An update was prepared for a seminar for Privacy Ukraine in Kyiv, 2002 and last updated in April 2006. The list is compiled by Bert Verstappen, with inputs from Judith Dueck. INTRODUCTION

The purpose of this document is to provide references to a number of sites of the World Wide Web which contain information about human rights. As information about how to connect to the World Wide Web and how to use general search engines is easily available locally, this document does not cover these general aspects.

The increased use of the Internet has various consequences for human rights work.

The advantages are:

  1. A lot of information is available on the Web. The Web is an easy way to quickly make available information to all interested in it. Many human rights organisations engaged in campaigning see the Web as an additional tool to get their message across and to obtain support for their cause.

  2. Most information on the Web is available for free.

  3. Sometimes, articles from scientific journals are available against payment - if you are only interested in one or a few particular articles, it is cheaper to download these rather than to subscribe to the journal.

  4. The techniques for retrieving information via the Web are improving continuously. You can find Web addresses with general search engines, and many larger organisations allow you to search their site or have put their database on-line.

The disadvantages are:

  1. There is a strong inequality with regard to access to the Internet: while in most Western countries Internet is easy and does not cost much, access in many developing countries is often slow and expensive. This has consequences with regard to the kind of information which is available on the Web and with regard to whom can be reached by this information.

  2. Free flow of information and censorship: while using the Internet, and in particular electronic mail, can help to get sensitive information about human rights violations out of a country, authoritarian governments try to limit access to sensitive information, including human rights information.

  3. A lot of information is not available on the Web. Producing information requires resources, and many organisations want and need to receive payment for their work. Therefore they only put some of their material on the Internet - other publications have to be ordered, either directly from the Web or by a more traditional order form.

  4. In particular publishers of more expensive documents with a limited print order - such as research studies - will not want to put the complete texts of the documents on the Web, and certainly not for free.

  5. While many sites can be found through general search engines and specialised directories (some of latter are listed in Part I of this document), some Web sites of smaller organisations are hard to find. As the Web is strongly oriented towards the English language, it is harder to find material in other languages. Accesssing and using material in other scripts than the Latin alphabet requires special hardware and software.

  6. It is sometimes difficult to print out Web documents in the right format - but this is overcome when organisations publish their documents in pdf format, readable with the Acrobat Reader of Adobe (http://www.adobe.com/).

Because of these disadvantages, it is useful for each documentation centre which regularly deals with human rights issues to have a small collection of human rights material, including the main standards and procedures.

A. A starting point for human rights searches

1. HURISEARCH. A human rights search engine for NGO information. Allows you to search 1'300 Websites of non-governmental human rights organisations in 58 different languages. http://www.hurisearch.org/

2. Electronic Resource Centre for Human Rights Education. A repository of human rights education and training materials, listings of training courses and links to resources. http://www.hrea.org/erc/

3. Derechos Human Rights. A variety of resources: campaigns & actions, directories of human rights websites, discussion for a, tools for human rights education, publications, resources and tools, human rights journals, etc. http://www.derechos.net/

4. Human Rights Internet. HRI's primary role is to serve the information needs of international scholars, human rights activists, asylum lawyers, and other organisations via an extensive documentation centre and computerized databases. Their Web site contains a review of the human rights mechanisms of the United Nations and the Council of Europe, directories of Websites and mailing lists, various discussion forums.http://www.hri.ca/

5. Minnesota Human Rights Library. The focus is on international materials and contains treaties, declarations, resolutions, opinions and decisions from international tribunals and treaty bodies.http://www1.umn.edu/humanrts/

6. NGO Net. NGONet has been created to provide information to, for and about non-governmental organizations (NGOs) active in Central and Eastern Europe.http://www.ngonet.org/

7. Country reports on human rights practices. The US Department of State publishes an annual report on the state of human rights in all countries of the world (except the United States). While the reports focus on civil and political rights and reflect American viewpoints on foreign policy, they provide a good overview of the general situation of human rights in a particular country.http://www.state.gov/g/drl/hr/
